Sulaibiya Wastewater Treatment and Reclamation Plant

The basic idea behind the Sulaibiya Project was to treat wastewater from Kuwait in a plant to such a level that the treated water meets the World Health Organization (WHO) drinking water guideline and can be used without restrictions for non-potable water purposes.
The Sulaibiya Treatment Plant was designed for a capacity of 600,000 m³/d wastewater. In the first realization phase, the plant was constructed for a treatment capacity of 375,000 m³/d. This made Sulaibiya WWTP the largest of its kind in the world.

In 2001, the Kuwaiti government commissioned a consortium headed by the Kuwaiti Kharafi Group to carry out the BOT project, including financing, design, construction and operation of the facilities of the Sulaibiya Wastewater Treatment and Reclamation Project. The BOT contract is set to run for 30 years (construction period 3 years, operation 27 years).

Silvertech’s scope included providing:
1.    A SCADA System having:
•    1 Master Control Center
•    1 Local Control Center for Ardiya Pre-Treatment Plant
•    1 Local Control Center for Sulaibiya Conventional Treatment
•    1 Local Control Center for Sulaibiya UF Plant
•    1 Local Control Center for Sulaibiya RO Plant
2.    A Control System having:
•    10 Redundant PLCs
•    Distributed I/O Stations (22,000 I/O Signals)
•    65 Local PLC Controllers
•    42 Third Party Control Package (Siemens S7-200, S7-300, Allen Bradley SLC, GE Intelligent Platforms VersaMax)
•    4 Redundant HMI Servers with two 70” Plasma Screens
•    7 HMI Clients
•    100,000 HMI Tags
•    6 Large Local Visual Display Units
